I am delighted to introduce for the first time, the new Sponsor for the Constitution State of Connecticut, the Honorable Past Grand Exalted Ruler, David R. Carr. 

David was born and raised in the Village of Port Henry, in the town of Moriah, New York.   He had a thirty-seven-year career in industrial electronics and safety and retired from International Paper in Ticonderoga, New York, in 1999.

He has dedicated his life to community service, having served as a member or officer of several conservation organizations, his hospital board, his school board, his volunteer fire company, and the board of fire commissioners.

Not only is he a distinguished member of the Benevolent and Protective Order of Elks of the United States of America, he is also a member of the Jaycees, Kiwanis Club, U.S. Coast Guard Auxiliary, and the Knights of Columbus.

He was awarded the Presidents’ USA Freedom Corps Volunteer Services Award in 2008 by then GER Paul Helsel.

David was initiated into Whitehall, New York Lodge No. 1491 in February 1975.  He immediately became active.   He transferred his membership to the Ticonderoga, New York Lodge after moving to nearby Crown Point in 1978.   He was active on many committees and fundraising activities, proceeded through the chairs and served as Exalted Ruler in 1989, as well as PER Association Chairman, Lodge Trustee, Lodge Editor and Public Relations Chairman.

David served the New York State Elks Association as State Vice President in 1990– 1991, and as State President in 2009–2010.  He introduced the Dictionary Project to the New York State Elks Association.

David served the Grand Lodge as District Deputy in 1994–1995, and as a member of the Board of Grand Trustees from 2006 to 2010.  He introduced the Dictionary Project to the Grand Lodge in July 2004.   PGER Carr served the Benevolent and Protective Order of Elks as Grand Exalted Ruler 2011-2012.  His theme that year was “Elks Give from the Heart” because Elkdom, like patriotism, is in the hearts and souls of our members.

He continues to serve the Grand Lodge as Sponsor for the Fraternal Committee, as a member of the Grand Lodge Programs Committee, the National Hoop Shoot Committee, and he Chairs the Elks National Veterans Service Commission.

He is State Co-Sponsor of New York with the Honorable Dr. Leonard J. Bristol, PGER; as well as State Sponsor for Rhode Island and Vermont.
