2024 Enrique Camarena Award Recipient

Congratulations to Sergeant Jeffrey Foss-Rugan of the Rocky Hill Police Department. Foss-Rugan was nominated by Lodge DAP Chair Trish Newhouse as an officer who best exemplifies the memory of DEA Agent Enrique Camarena who was killed by the Sinola Cartel in 1987.

 

The award was instituted by the DEA in cooperation with the Camarena family and the Benevolent and Protective Order of Elks. In February, Elks National Director William Bryan notified Connecticut State DAP Chair, Mary Smith PER, the Grand Lodge Drug Awareness Commission that they had chosen Sergeant Foss-Rugan as the Grand Lodge Recipient in addition to being the Connecticut Recipient. Every state DAP Chair is entitled to submit the state winner for consideration as the Grand Lodge Recipient.

Sergeant Foss-Rugan will be featured at a reception in March at the Wethersfield Rocky Hill Lodge, Award Presentation at the Connecticut Elks Convention on May 31, and at the Grand Lodge Convention in Austin, Texas in July.
